A statement of the CEO of Intel, Paul Otellini has been leaked. In a private meeting in Taipei, Taiwan he told Taiwanese Intel employees that Microsoft has released Windows 8 before it is fully ready. According to Otellini the reason Microsoft has released Windows 8 earlier, is to be able to help hardware vendors to compete with Apple (iPad) during the holiday season.
Windows 8 is fully developed for touch and already many hardware manufacturers have announced that they will release Windows 8 computers with touchscreens and Windows 8 (RT) tablets.
According to Otellini, Windows 8 still needs to be improved. However he also agrees on the decision Microsoft made and he believes that Microsoft can make improvements after the initial release of Windows 8. Microsoft itself has stated that Windows 8 is the most tested, reviewed and ready OS that Microsoft has ever made.

DOS 4.00 was immediately followed by DOS 4.01 within 30 days. Premature, eh? DOS 5 has a 45-day update release. I can't find anything on prior DOS releases, but I'll bet the Update Revision Numbering System was well in place by DOS 3.
We know that all the Windows releases have endured similar user and "industry expert" observations.
An Intel CEO saying this seems to be bandwagon'ing.
Fortunately, no one's EVER mentioned SandForce BIOS issues to him.
Or maybe when digging for those Denial form letters, these "DOS / Windows Is Premature" form letters were found?
As was the form letter "And I deny this observation comes from a form letter."

I'd rather say they released it prematurely because of the store. That's all that needs to work, so people can start buying apps and shove lots of $$$ into M$'s a$$..
