Microsoft backing away from forced updates?

After issues with an Nvidia driver rollout for Windows 10, Microsoft appears to be retreating from their stated policy of forced updates for Windows 10 Home version.  They have released an optional update, KB3073930, which is a troubleshooting package that gives users the option to hide or block Windows updates or driver updates.  Microsoft has not made much effort to advertise this optional update, but it was spotted by Ed Bott writing for ZDNet.

The optional update was digitally signed on June 15th, and  it looks like it will work with the final release version of Windows 10.  Once you install this optional update, you will have access to a troubleshooter control panel that looks like this:

The availability of this troubleshooting utility should come as some relief for those concerned about hardware driver issues.  It does require some actions by the individual user, but it is a working solution for the issue.
