The information from WZOR pretty much confirms that it will come, especially because the group has a reliable reputation of releasing Microsoft products and information far before their official release.  The screenshots show a long build number: 6.3.9600.16581.WINBLUES14_GDR_LEAN.13122 2-2030.

WZOR confirms that Microsoft is planning the update and that it will be released at the beginning of April together with the Build 2014 conference held in San Francisco. The group states that due the changing OS market conditions  Microsoft will release updates to Windows 8 more frequently.

The spring update will have a RTM release, which means it will also likely end up on new computers. OEM partners and MSDN subscribers will receive early access but there will be no pre-release as with Windows 8 and Windows 8.1. According to WZOR it will be harder to leak the software as Microsoft has built in a separate digital signature for each partner they release it too.

Regarding the new features of the Windows 8.1 2014 spring update, it remains unknown. The screenshots mainly show a new desktop background but besides the usual security updates and patches it's unknown what will be changed.
