The German website claims that HP and Microsoft have entered into a development partnership to jointly develop a Windows 10 Mobile Phone. In the partnership HP is responsible for marketing and selling the device. Microsoft is allegedly a silent partner that contributes to a significant part of the development budget. This would especially be beneficial to HP, according to Dr. Windows, as they save money and don't have to care whether the device will be profitable. Another reason would be that a lot of Lumia features will be added to the device which they don't have to develop themselves.

Dr. Windows has no detailed information on the new phone but expects it to feature typical Lumia features like Glance, a camera button, double tap to wake and a high quality camera. The website stresses the information is a rumor but that it comes from two different sources and adds that Microsoft reportedly announced a new Windows 10 Mobile Phone for February 2017 this week. This was during an event in Redmond and the announced phone might be the device Microsoft is developing with HP.

This means the new device could be revealed during the Mobile World Congress 2017 which is held in February and where also the HP Elite X3 was first announced.

Dr. Windows concludes his article with, "As I said, this is unofficial and can be completely wrong, but the puzzle pieces seem to fit together well. I thought it was too exciting in any case to withhold it from you. I hope it comes. Not only because I first reported about it, but because it would be immensely important for the platform."
