Windows 8.1 August Update breaks some PCs - can't boot anymore

Several Windows 8.1 users complain their PC doesn't start anymore after installing the updates Microsoft released this week. The problems appear to be caused by two update files, Microsoft has confirmed the issue and is investigating it.

On Microsoft's support forum there are many complaints about the 'August Update' for Windows 8.1. Users complain that after installation of the update their system doesn't boot into Windows anymore. Users that made a restore point can fix the issue in some cases by deleting all recently installed updates.

The issues appear to be caused by kernel update KB2982791 and the optional update  KB2975719. In most cases Windows 8.1 fails to boot after the system has restarted twice. According to a Microsoft support employee the issues are currently under investigation by the team responsible for releasing and testing updates.
